This is a top quality aged reproduction of a German WW2 belt buckle pull tab. These buckle tabs were added to the buckle so that the buckle could be pulled on the belt for size adjustment. As well these tabs would have the buckle makers mark on them. During some time by the mid war period the tabs were discontinued to save on leather. You will need to sew the tab on the buckle by hand. The stitches that are there now were made to make the holes in the leather to simplify the hand sewing work. Use a large needle and thick tread or even dental floss. Since leather is a natural material there may be some degree variation in the tone of the final product. Dyes will take to different pieces of leather in different ways.
